Frances Tilney Burke is a PhD candidate at Tufts University’s Fletcher School of Law and Diplomacy, and a non-resident fellow at the Modern War Institute at West Point. She previously worked as a special assistant to two Deputy Secretaries of Defense during the George W. Bush administration, as a counterterrorism analyst at the Defense Intelligence Agency, and as an adviser in the Office of Rule of Law and Detainee Policy, Office of the Under Secretary of Defense for Policy. At the Fletcher School, she focuses on the history of U.S. foreign policy and international security studies. Her dissertation is on the foreign policy of President George H.W. Bush, 1989-1993.
